Did the PSP have a built-in camera?
No. The PSP-1000, 2000 and 3000 had no built-in camera. Sony released external clip-on cameras (PSP-300 and PSP-450) that plugged into the top USB / connector. The Go also had no camera.
Does the Vita have front and rear cameras?
Yes. Both the PCH-1000 (OLED) and PCH-2000 (Slim) have front and rear cameras, used by AR titles and the social apps. Resolution is modest by modern standards but adequate for the games that use them.
Can I replace a Vita camera myself?
Yes, the camera is a separate ribbon-cable module. Disassembly of the Vita is fiddly (multiple ribbon connectors and the rear shell tabs are delicate) so set aside an evening for a first attempt and reference a teardown guide before you start.
